2009-2010 Strategic Plan Objectives Update:

1) Monitor budgeted expenses and income

    Ongoing

2) Stay within budgeted expenses

    On track year to date

3) Monthly tracking of income for any sudden changes

     Ongoing

4) Explore ways to reduce expenses

    Ongoing

Motion to accept the September 30, 2009 Financials:

Juan Lopez called for a motion to be made to accept the September 30th financials.

A motion was made to accept the September 30th financials as presented.

The motion was seconded and passed unanimously.

VP of Legislation:

Bill Robinson opened his remarks by directing Board to the four page report that was passed out this morning with updated information.  Bill reported that CAHU’s Legislative Advocate, Steven Lindsay, who was not able to be present, collaborated with Bill on this Legislative Summary that will be presented in more detail later today at the Leadership Day Legislative breakout meeting.

State Legislative Report:

The year began with 59 bills that CAHU was seriously tracking.  The year ended with the Budget crisis, therefore, now only a few of those bills were passed and only a total 157 were sent to the Gov. this year.

Bill reviewed the status of all the bills provided in his Legislative Summary (which can be found in the Board Meeting documents for this meeting on the CAHU website.)

Federal Legislative Report:

The congressional circumstances surrounding the discussion on the 5 bills proposed is like the Stock Market as it is extremely volatile and may not get through it until January.

Discussion:

Exchange concept is not a new concept and already has one.  NAHU/CAHU’s official position is that it does not see the need for exchange or the public plan.  The expectation is that it would promote lower rates by insurance companies outbidding each other but CAHU does not anticipate this as an outcome.

Currently the House and Senate bills do include Brokers in their language but we are not sure what this means or how it will work.  One of the concepts being discussed is to have each State’s commissioner set the level for commissions.    Whatever is in the public plan now may be changed by the time it is adopted.

Bill reported that CAHU’s Legislative Advocate, Steven Lindsay has spent half his time this year focused on Federal legislation and has maintained regular contact with NAHU CEO, Janet Trautwein.

2009-2010 Strategic Plan Objectives Update:

1) Advance good health care legislation that benefits Californians & CAHU Members

2) Amend or stop bad health care legislation that harms Californians & CAHU Members.

In regards to items 1 and 2, Bill reported that it has been probably the best year he has had regarding items due to the State budget crisis putting a halt on most of the deleterious bills being considered and the fact that CAHU really does have a lot of respect at the Capitol which is due in no small measure to the diligent work of CAHU’s Legislative Advocate, Steven Lindsay.

3) Find a new way to re-activate the Adopt-a-Legislator Program & improve its functioning

Bill reported that he and Meg McComb, Vice Chair of Legislation, will be conducting an

Adopt-A-Leg Breakout session this afternoon as part of CAHU’s Leadership Day to inspire more involvement in this program.

4) Increase by 20% the CAHU Member participation in DATC & Operation Drumbeat

Bill reported that California’s State legislative conference to meet with State legislators (2010 Day at the Capitol), will be conducted on May 11th and 12th.  CAHU will begin promotion of this event in January of 2010.  At this point CAHU has not issued any Operation Drumbeats for statewide legislation keeping CAHU’s members focus on what is being requested from NAHU for federal legislative action.

Dan Webb, President-Elect, expressed his appreciation of Bill’s efforts and diligence in keeping the Board and Legislative Chairs so well informed and for Bill’s skillful summaries in interpreting for the CAHU members the lengthy and challenging language in these proposed bills.

VP of Public Affairs:

Neil Crosby opened his remarks by stating that in regards to the ongoing Federal healthcare reform there is a lot being proposed that can negatively impact CAHU.  However, there are also a lot of positives, as well.  For example, Neil has made presentations to 38 groups since January 1st of this year. In addition to CAHU local chapters, many of these groups are community groups and service clubs.

The common theme Neil has heard is that business owners and the general public are eager to know what is going on and are looking for places where they can hear the facts as they don’t believe they are being given real information rather than hype and media spin.  For example, they hear from the President Obama and legislative leadership that the health care legislation will be “deficit neutral.”  Yet the CBO is only allowed to cost a limited part of the total picture and it is quite obvious that the reality is beyond the ability to calculate and it will most certainly be higher than projected.

At this point Neil distributed talking points that he had drawn up to share with the CAHU Board and in fulfillment of a request made by President, Juan Lopez at the September CAHU Board Teleconference meeting.  Neil stated that he will address these talking points in more detail at the Leadership Day Legislative Breakout this afternoon but wanted to emphasize to

the Board that people are hungry for this information and CAHU has an opportunity to fill that need by putting out there a positive message about what changes do need to take place.

Neil emphasized that the legislature has moved off topic in addressing the increasing healthcare costs which are the driving force behind increasing healthcare insurance costs.  Therefore, CAHU can help influence this shift back to the topic that will help Americans by sharing in these presentations the need for the government to address the containment of rising healthcare costs.

Neil reported that there are a lot of business people in our communities who personally know the legislators and helped put them in office.  If we can just reach out to provide a few facts, they can take it back to these legislators which may have an impact on the direction of this conversation as the current administration is attacking healthcare insurance rather than healthcare reform.

Therefore, Neil stated that CAHU and its members have an opportunity to turn the focus back on rising health care costs and the fact these need to be addressed before any measure of success regarding reform can be achieved.  With that Neil closed his remarks and invited discussion from those present.

Discussion & Questions:

Questions were posted about the tenor of the meetings Neil has conducted with the public and whether people accept that CAHU’s agents and brokers are there to help them.

Neil responded that it all about how the information is presented.  It needs to be presented with no emotional triggers, from a bi-partisan perspective and sticking to the facts.  He stated that it is possible to discuss what the two political parties are doing because this is fact.  Neil emphasized that it is important to convey that the nation’s dialogue has moved off topic to focusing on healthcare insurance rather than healthcare reform and the recognition that a large part of healthcare cost is defensive medicine.

2009-2010 Strategic Plan Objectives Update:

VP of Membership:

Chuck Rosen reported good news that CAHU Membership has remained steady which is a plus as membership normally dips during the summer months.  Membership retention is up and continuing to climb.

Anthem Blue Cross Membership Promotion Update:

To recap, Anthem Blue Cross offered to assist CAHU in member acquisition this year. Therefore, CAHU will be rolling out several membership promotions that will be sponsored by Anthem.  The first of these promotions is centered around the 2009 Sales Conference with the offer being that any individual who did not have an active membership in NAHU for the past 12 months would receive free registration for the CAHU Sales Conference when committing with payment to joining as a full member.

This promotion was communicated by:

·               Anthem Blue Cross who sent a large blast to all its carrier reps and had regional managers following up

·               Several of CAHU’s local chapters who included the offer in their own communications

·               Ad in the Cal Broker Magazine,

·               An Email blast to prospective members which were derived from local chapters sharing their non-member lists and any lists NAHU provided for similar prospecting.

CAHU is also offering this at the registration desk for any walk in registrations received tomorrow of interested attendees who might want to join and get free registration (which is a $125 value).  Anthem Blue Cross is picking up the tab for the free registrations of which to date totals 8 new members.  The plan is to offer a similar promotion for registration to the 2010 CAHU Day at the Capitol event and possibly an interim promotion before then.  Details are being discussed further.

Moving on to Membership Teleconferences Chuck reported that teleconference participation was great in July but that some of the larger chapters did not participate in September.

Chuck noted that a lot of chapters are taking advantage of the CAHU Bucks program by working their billed but not paid and lapsed member list. Chuck encouraged larger chapters take advantage of the CAHU Bucks program. Chuck reminded Chapter Presidents that local chapters can use these funds to send representatives to various CAHU and NAHU meetings and events.  Therefore, Chuck specifically encouraged OCAHU, SAHU, SVAHU, and IEAHU to get involved.

Chuck reported that CAHU Facebook page is now up and on the second page so you can become a fan of CAHU.  Chuck to report further on the results of this at next Board meeting.

Joe Navarro, President Elect of LAAHU noted that membership recruitment is a focus this year at Warner Pacific’s WarnerFest that is taking place in the next week or so.

Juan Lopez encouraged Chuck to continue to explore how CAHU can leverage the Anthem Blue Cross promotion in some way to continue the promotion from now until Day at the Capitol taking care not to discount membership which erodes its value.  Chuck agreed to work on this.

2009-2010 Strategic Plan Objectives Update:

1) Achieve net membership growth at 5%

    Ongoing

2) Improvement in retention from 75.5% to 80.5%

VP of PAC:

Chuck Trogdon opened with, “the storm is coming!”, a logical and stirring appeal to the CAHU Board for everyone in the room to become CAHU PAC contributors with the foundation stating that once the Federal legislation is passed, the battle will shift back to the individual States. Chuck encouraged everyone to pitch in and rather than assume their employer is doing it for them. It is imperative to show legislators that CAHU demonstrates strength in numbers in its political action committee as this is a powerful message to legislators about the personal commitment of its members to its mission.

Chuck shifted to a quick review the of the PAC contributions report that was included the Board meeting documents. Currently CAHU PAC has 307 contributors which is an increase over the last few months.  PAC’s focus continues to be the acquisition of more contributors.

Sam Smith, CAHU PAC’s Secretary, requested the floor to further explain to the Board that CAHU PAC is about having legislative access. As an example, Sam had just been at breakfast with Governor Schwarzenegger that very morning and for two hours sat down with other powerful leaders to discuss the future of California.  Sam said this would have never happened had not CAHU and CAHU PAC taken a leadership position in Proposition 11 and in mobilizing outreach and support as effectively as it had done.

Sam wanted all to know that he was very proud of CAHU and the fact that he is being asked by top leaders to share CAHU’s concerns about health care.   Sam also added that the next opportunity for CAHU to make a difference in the climate of the State legislature is the Top Two Open Primary initiative which will be on the June 2010 ballot. Sam reported that Abel  Maldonado pulled Sam aside and told him that “we need CAHU back for this campaign.”  Currently it is polling at 70% which is a much better start than that of Proposition 11.  If PAC

is about access then this next opportunity will be a significant one in obtaining that access.  Sam thanked CAHU’s Lobbyist, John Lovell, for his continued efforts and strength of relationships at the State Capitol which have paved the way for CAHU’s access.

John Lovell, also present at the meeting, noted that he would be speaking further on that very topic at the Adopt-A-Leg. breakout session at Leadership Day later that afternoon.

SVAHU has an annual messaging Chapter “theme” and so the theme is being finalized for 2010.

Ventura County (VCAHU)

Cyndi Jones, President, reported that VCAHU has focused on community outreach and speaking engagements.  As a result Cyndi reports  that since September VCAHU has received 8 requests from legislators offices to participate in meetings which she  attributes to the Adopt- a-Leg relationship both at National and State level.  In response to these requests various members of the chapter have been sent to represent VCAHU.

Los Angeles (LAAHU)

Ross Pendergraft, President, opened his remarks by thanking OCAHU for their assistance and reported that LAAHU had conducted its first and very successful Fashion show last month.  The event had 360 attendees and generated $20,000 for charity WomenShelter of Long Beach.  LAAHU plans to make it revenue generating event next year and remarked that the feedback from carriers was that they enjoyed the opportunity to network with agents.

After the Fashion Show, LAAHU held a meeting with the heads of each carrier about the relationship with the local chapter and held an honest in-depth conversation about the value each member could bring to the table.  CAHU President Juan Lopez was invited to this meeting to hear the feedback from carriers about what their needs are in regards to sponsorships and events.

Golden Gate (GGAHU)

Pat Burns, President, reported that GGAHU is focused this year on recruiting more broker members and is a broker focused association. To that end they have developed a Bronze sponsorship level for brokers and have established a Broker task force to get more local brokers involved. As part of this effort GGAHU is expanding the AAL concept outside of its membership to recruit AAL participants who might be Chamber leaders or other key brokers in the community. These brokers would be partnered with a GGAHU member who would be encouraging them to join the local chapter as well.

Orange County (OCAHU)-Patty Stiffler, Awards Chair, announced that the OCAHU One Heart at A Time Golf Tournament raised about $40,000 for Cystic Fibrosis and has raised about $200,000 for charity over the years.

Sacramento (SAHU)-Dennis Carlson, President, reported that SAHU member Shannon Zajec is involved in the Society for Human Resource Management and as a result has distributed the FCHE Matrix at one of their events in town.  Only one broker was at this event with a booth which received a lot of interest.  Therefore, SAHU is planning to have its own booth next year at this same event.

San Diego (SDAHU)-Bill Hammett said that San Diego is focused on philanthropy year to date.  Joel Marcus, Philanthropy Chair announced that SDAHU’s goal is to raise $25,000 for the Rady Children’s Hospital Special Needs Clinic.

In addition, SDAHU kicked off Membership drive for GA and Carrier Reps. Anyone who brings in the most new members receives acknowledgment at luncheon.

In addition, Rick reported that CCAHU is making monthly installments of $500 to CAHU PAC with an annual total contribution of $6,000 so this might be an idea for other chapters to consider.

President:

Juan Lopez reported the status of his 2009-2010 Strategic Objectives

2009-2010 Strategic Plan Objectives Update:

1) Every CAHU Chapter receives NAHU Silver Seal Certification

Juan congratulated the following CAHU Chapters who have recently attained the NAHU Silver Seal Award for 2009 and multiple years:

New Chapters to receive 2009 NAHU Silver Seal:

North Coast AHU

Silicon Valley AHU

Golden Gate AHU

Ventura County AHU

These chapters received 2009 and have held Silver Seal for multiple years:

Kern AHU and Los Angeles AHU- 3 years

Orange County AHU and San Diego AHU -2 years

Therefore, there are 7 chapters remaining to attain this certification.  Those who are not yet certified you may receive a call from Juan or Patrice Loretta to assist you in this effort.

2) 100% of Board receives NAHU Triple Crown Award

NAHU posts results on website after calendar year end so will report this in March Board meeting.

3) Provide Board Meeting Materials only through CAHU website

Accomplished today was the first Board meeting of this fiscal year that all Board meeting materials were provided online in advance of the meeting and there are extra outlets in the room for those that wish to view the documents via laptops as we discuss them.

4) Win NAHU Landmark Award

Plans to visit PESC offices before the next Board meeting regarding the status of the

      award submissions.

In addition to these Strategic Objectives Juan reported that since last Board meeting he is also conducting a President’s call twice a year with Chapter Presidents to obtain input from the Local Chapters as to what their needs are from CAHU to ensure that the resources CAHU is providing align with chapter needs and expectations of CAHU.  The next President’s call will take place in February 2010.

2009-2010 Strategic Plan Objectives Update:

Juan then reported that he also had a goal to assemble a CAHU Past Presidents committee as CAHU is fortunate to have a lot of NAHU and CAHU Past Presidents in the Association who have a great deal of industry and association knowledge:

John Nelson

Dave Fear

Neil Crosby

Don Jones

Therefore, Juan is assembling a CAHU Past Presidents Committee to provide a leadership resource and offer continuity in providing value to local chapters.

Executive Director:

Patrice Loretta reported for CAHU’s Executive Director, PESC

Patrice opened her report by first introducing PESC’s new Chief Operating Officer, Shannon Stiner, who was present at the meeting and reaffirmed how honored PESC is to represent CAHU and perform services to the Association members, agents and brokers.

At this point Juan Lopez acknowledged the extraordinary quality and quantity of work PESC and its staff has performed this year to date on behalf of CAHU.

CAHU Monthly Recap:

·            CAHU will be conducting its Annual Conference/Convention on Thursday, October 22, 2009

·            CAHU will be conducting a State Leadership Conference on Wednesday, October 21, 2009

2009-2010 Strategic Plan Objectives Update:

1) Successful promotion of CAHU Sales Conference and Day at the Capitol Events

Accomplished.  Created and executed time line to ensure all promotional and event coordination tasks were performed in a timely and efficient manner so resources were quickly available to all potential attendees.

4) Assist in coordination of a Health Insurance Awareness Week for CAHU and Local

    Chapters

Will be addressing this before March 31, 2010

Old Business:

Juan reported that to date eight CAHU chapters have taken advantage of the CAHU Scholarship program.  This program offers a $500 reimbursement to those chapters sending new leaders to CAHU Leadership Day and Sales Conference.

New Business:

Juan reported the CAHU’s Legislative Advocate Steven Lindsay had requested that CAHU consider a contribution to the NAHU Grassroots Initiative Program (GRIP).  Juan explained that GRIP is a source of additional funds for CAHU and not related to HUPAC or HUPAC Administration.  At this time there is such a huge amount of workload on the NAHU staff that they are running short of staff and funds for this extraordinary legislative effort.

In the past Chapters were encouraged at NAHU Convention to give contributions to GRIP, and NAHU is seriously in need of this support once again.  The GRIP appeal has been included in every Washington update.  Therefore NAHU would like local chapters and CAHU to make a contribution.

Motion regarding GRIP contribution: That CAHU match dollar for dollar up to $500 per each local chapter contribution to GRIP from its general fund.

Discussion: Why not send $5,000 now, they need this money now rather than wait for Chapters to match.

Motion Amended To:

That CAHU make an immediate $5,000 contribution to GRIP as its minimum contribution.  CAHU would then match up to $500 per local chapter for GRIP contributions made (not to include individual contributions from that chapter) up to $7,500 maximum.

The motion was seconded and passed unanimously.

Juan made two additional announcements:

·          NAHU announced that all chapters have until October 31st to make any adjustments to current chapter dues. Juan recommended that local Presidents take this item back to their own Boards for further discussion and communicate any changes directly to NAHU.

·          Nominations for NAHU Region 8 Vice President are open until January 15, 2010.

Call to Adjourn:

Motion was made to Adjourn.

The motion was seconded and unanimously approved

Meeting Adjourned at 1:22pm.

These minutes are respectfully submitted by Patrice Loretta, Associate Executive Director and approved by Treasurer, Bob Herzog.
