Manager, Large Group Underwriting
 
DEPARTMENT:  Pricing
 
SCHEDULE: Full-time regular; 40hrs/week; Day shift; Monday - Friday
 
EDUCATION/CERTIFICATION/LICENSE: Bachelor's degree in Business, Finance, or Management, Master's degree preferred .  7+ years experience in a pricing and underwriting environment.  3+ years experience managing Pricing/Underwriting activities with good knowledge of the dynamics and trends in health care delivery systems and models, and of healthcare industry practices.

POSITION SUMMARY: Directly and through subordinates, responsible for developing, evaluating and implementing pricing strategies to enhance market share and maintain appropriate margins for assigned business line,  Establishes premium rates for existing and prospective block of business.  Responsible for the establishment and maintenance of accounts in accordance with department and corporate goals.  Provides direct management to the underwriting function by developing policies, procedures and standards and, determines pricing quotes. Coordinates with acturial, Marketing and other management personnel on strategy to achieve desired profitability.
 
QUALIFICATIONS
:  Excellent supervisory skills required to conduct disciplinary actions, provide performance assessments and handle other human resources issues as required.  Excellent interpersonal, leadership , team building, negotiation and presentation skills. Excellent knowledge of utilization and pricing models, HMO Act, state regulations, rate setting principles, actuarial concepts.   Must be able to work in a Labor/Management Partnership environment.
 
DUTIES: Develops, evaluates and implements pricing strategies to enhance market share and maintain appropriate margins for assigned business line. Establishes premium rates for existing and prospective block of business. Establishes and maintains accounts in accordance with department and corporate goals. Manages the underwriting and rate quoting activites by developing policies, procedures, standards and guidelines and determining pricing quotes, as necessary for assigned business line. Manages daily workflow within the department to facilitate underwriting functions; may be required to work with financial officers on financial, marketplace and competitive case level issues. Coordinates overall segment pricing and pricing policy with Shared Services and Program Office. Develops request for proposal (RFP) responses relative to segment rating and pricing issues. Consults on specifications to Health Plan system to ensure compliance with pricing policies. Develops, recruits, and trains staff, establishes and delivers disciplinary actions and, completes performance evaluations, for assigned staff. Develops employee recognition programs, as appropriate. Presents information to employers and external consultants in support of rating practices. Manages all operational functions within budget. Responsible for the forecast of business line revenues and the assessment of segment performance against annual budget  and cost of sales targets.

JOB SUMMARY:

Under minimal supervision, the Consulting Underwriter serves as an expert consultant on matters pertaining to underwriting, rate development and all other financial considerations. The Consulting Underwriter’s responsibilities encompass all functions performed at the senior underwriter level, with an emphasis on a more complex and challenging account assignment as follows: provides underwriting services to group clients to determine premium rates for employer groups and ensures these groups remain on a profitable basis. Included is the ability to generate community rates, experience adjusted community rates and pure experience rates for their assigned book of business, including the largest and most prestigious customers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Schedules, monitors and controls all renewal activity for assigned book of business.
  • Gathers and examines appropriate documentation and data required to calculate and produce a rate renewal package including running IRMA reports and queries and/or Flex Funding/ASO renewals.
  • Gathers and examines appropriate documentation and data necessary to develop premium rate and Flex Funding/ASO proposals, including the evaluation of other carrier claims experience and appropriate blending with community rates.
  • Prepares underwriting of premium rate and Flex Funding/ASO proposals.
  • Prepares initial underwriting and renewal rates for all HIS products, employing underwriting judgment and ensuring compliance with underwriting regulations and current rate filings.
  • Writes internal management summaries for case review and/or appeals.
  • Constructs final renewal rate packages and reports financial findings to the Sales Department in a precise and easily understandable format.
  • Writes letters and reports, explaining renewals and detailed technical issues to both customers and other departments while acting as the financial arm of the Renewal/Sales team.
  • In this regard, works closely, on a proactive basis, with Sales to develop renewal and proposal strategies for large groups, explain renewals, obtain information, and participate with team building.
  • Maintains appropriate documentation and special reports as required.
  • Maintains underwriting files in Health Net’s nationally accepted format.
  • Provides integral support to Sales in client presentations, negotiation and sale of renewals and new business proposals.
  • Participates in special projects within the Underwriting Department or on cross-departmental teams as required to respond to customer issues, legislation, and/or product development.
  • Consults with other departments such as Actuarial, Legal and Product Development, and participates in project meetings with other departments as required.
  • Provides assistance and counsel to underwriters and develops and provides general and specific training as required for account executives and account managers.
  • Proactively works with customers in a consultative fashion to identify, develop and deliver value-added underwriting services.
  • Makes independent renewal decisions in accordance with underwriting authority limit guidelines and performs in the peer review function for associate underwriters, underwriters, and senior underwriters.

Bachelor’s degree from an accredited four-year institution.

Experience:

  • Minimum four years related experience and/or training, with one to two years as a Senior Underwriter or Benefits Consultant preferred.
  • Experience working with PCs is required, including experience in a Microsoft Windows environment with applications such as Word and Excel; other system knowledge is beneficial.

Knowledge, Skills & Abilities:

  • Ability to read, analyze and interpret general business periodicals, technical procedures or government regulations.
  • Ability to write routine reports, business correspondence and procedure manuals.
  • Ability to effectively present information and respond to questions in one-on-one or small group situations with customers, Sales, underwriting management and other employees of the organization.
  • In-depth knowledge of mathematical applications used in underwriting function is required, including the ability to calculate figures such as discounts, compound interest, proportions and percentages, as well as the ability to apply basic concepts of business mathematics and algebra in underwriting problems.
  • Knowledge of actuarial derivation of underwriting applications is preferred.
  • Ability to use IBM PC to run rating/pricing programs and create complex and ad hoc documents using word processing, spreadsheet, or database software.
  • Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form.
  • Ability to define problems, collect data, establish facts and draw valid conclusions in most standardized situations with several abstract and concrete variables.
  • Ability to work independently on activities governed by general organizational rules and procedures, and work with established timeframes.
  • Ability to provide creative solutions to new situations caused by marketplace, merger, medical patterns, etc.
